A "new" review of the E3 2008 appeared on the English site Tom's Games. It contains a small clue for the graphics on PC and on consoles.

Visually, there is no comparison between the PC and console versions. That may sound like an obvious statement, of course, but it's worth emphasizing...

The difference between the two versions is according to the review minimal, but a few differences apparently exist. Firstly there should be better looking weather effects and fire propagation on PC version. Also the AI should act significantly better and more varied on PC than on consoles. You are naturally free to form your own opinion. However, we will have to wait for the release of Far Cry 2 - whose date hasn't been released yet.
